The term
GandhiCon is a piece of
hacker jargon, derived from
Mohandas Gandhi's famous saying, regarding
passive resistance: "First they ignore you, then they laugh at you, then they fight you, then you win", and the U.S. Government's
DEFCON[?] system of declaring alert states for
nuclear war.
The term is believed to have been invented by Eric S. Raymond, but has since been taken up by others.
